What Is TRPA?
The Tahoe Regional Planning Agency is a bi-state compact agency governing land use, environmental protection, and development in the Lake Tahoe Basin. TRPA jurisdiction covers all of Incline Village and Crystal Bay. Every property in the coverage area is subject to TRPA regulations regardless of local county zoning.
Land Coverage and Impervious Surface
TRPA regulates the percentage of a parcel that can be covered by impervious surfaces — structures, driveways, patios, and other hardscape. Each parcel has a maximum allowable coverage based on its land capability classification. Sellers must disclose current coverage and any existing violations. Buyers who want to expand or improve a property need to verify available coverage before acquisition.
Best Management Practices (BMPs)
TRPA requires that all properties in the coverage area implement Best Management Practices for erosion control and stormwater management. BMP compliance is a condition of property transfer in many cases.
